Human Resources Department – (1) Full-Time Position – This position will research, develop and implement all phases of effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the City of Portland.  The recruiter develops, facilitates and implements the recruitment process and collaborates with department managers to identify and draft detailed interview questions and hiring criteria.  This position also identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization by designing and creating effective recruitment materials and establishes/maintains an effective social media presence for the City’s recruitment efforts.  The recruiter will assist with job postings and the advertisement processes using Munis’ applicant-tracking software (ATS).  This position will also assist in the applicant screening process to identify qualified candidates and will assist with the interview process with the hiring managers, directors and other stakeholders.  Necessary Requirements: Four (4) year degree from an accredited college or university with a human resources concentration, 5+ years of managing all phases of the recruitment and hiring process, or any equivalent combination of education and experience that includes human resources management.  Proficient with or the ability to quickly learn applicant-tracking software (ATS) or other recruitment systems.  Excellent interpersonal skills with good negotiation tactics and ability to establish and maintain good working relationships with outside organizations, service providers, employees, union representatives and managers.  Ability to create and implement sourcing strategies for recruitment of a variety of roles, and familiarity with laws, regulations, and best practices applicable to hiring and selection of municipal government employees.  Excellent verbal and written communication and group presentation skills, as well as excellent customer service and organizational skills.  Proactive and independent with the ability to take initiative and excellent time management skills with a proven ability to meet deadlines.  Strong computer skills, including Google G-Suite and Word, PowerPoint, Excel. Must be able to serve as a positive ambassador of the City, and be able to travel to job fairs, college and university career events, and other hiring events. Preference will be given to candidates with proven, successful diversity recruitment efforts.  Special Requirements:  Professional certification as PHR, SPHR, SHRM-CP, SHRM-SCP or other nationally recognized credential is required, or the ability to obtain the same within one year of hire.  Offers of employment are contingent upon the completion of a satisfactory criminal background check.


Salary range: $67,288 – $80,336 annually.
